Now i don't mean they are capped out at food maximum. They just stop at random numbers, i have 1 at 3.6bil, 2.6bil and 2bil. Is there a max pop growth as my race was super breeder with extra population growth.
In short, if the planet is too low of a class, its population will stop growing.
Additionally, if the planet's approval is between 20% and 40%, it will stop growing.
There is not, to my knowledge, a maximum population growth, although there once was in DL.

If those planets are very low class (1 to 5), then you're likely hitting max growth-achievable pop limit. Check wiki for more.

You can always use transports to artifically stuff your planets. I do this all the time.
