Windows Graphics Experience - skinning trouble

For some very odd reason, my WB does not correctly read my Windows Graphics Experience value correctly. My actual rating is 7.4, but WB is just showing 1. Why is that? I tried to reinstall, but it still wont detect the correct value. Also, Windows Experience Index base score is just blank.. You can see this bellow. Can this be why the skinning doesn't work? (it wont apply, and sometimes I just ends in a endless skinningloop..)
