Well truth be told.... I only read most of it so the fact that you had cuffs and a gun was unexplained to me, however with a SVU marathon going on in my backround what would think i would be reminded of draw a conclusion as your inspiration. Becuase pardon me but your dream seemed cliche while never make sense but are never cliche
I had cuffs and a gun becuase I was a suburban cop in my dream... which is why I had a cop car...

I think that, if I were to publish it, It'd have to be in book form first, since books based on TV series/Movies almost always do worse than movies based on the books.

I guess that's true, too. Hmm, I think I'll try self-hypnosis to continue this dream, and if that doesn't work I don't think I can go through with writing this, since this story was pure sub-conscious work, like the rest of my best ideas...

That was an awesome and thrilling dream. Really amazing plot and atmosphere, it was like reading a really great book! 
What? You think I'm kidding? Because I'm not, honestly it was really great! I have to say, you have a lot of imagination and creativity, imo, and maybe you should put that to good use, no? 
But seriously now, was that REALLY a dream, or it was a story that you imagined? 
Well, now,
1. If it was a dream, it shows you watch a lot of movies, have a great sense of creating stories and imagination, and most importantly, that you really hate your father, but:
- You dont know your biological father at all. The thing that your didnt recognise him until he said to you: "Dont you recognise me boy?" means that exactly that. Which brings me to the conclusion that: Since you dont know your father at all (as a person), how can you truly hate him?
- The answer is simple: From your childhood, ever since you learned all about your biological father, and how he abandoned you and your mother etc, you are actually trying to hate him. Because frankly, how can 1 man be blamed for everything wrong in your life? And its pretty easy to do that, since the fact that he abandoned his son, doesnt make him a good person, but what you're doing, is more than that. You are blaming him for every bad thing that happens in your life.
- It seems to me, that you are so obsessed with getting revenge from your bio-father, that you have created a big scale Villain, that he is really evil, and that 1 day you will fight him for real.
It a common way for people that their parents got divorced at a very young age, to stash all their problems and fears on 1 fact, that being of course the leaving of their 1 parent. Putting all the blame in 1 person, is an easy way of dealing with problems, because frankly, what good would it do to you if you got revenge on your father? Would it make you happy? All it could do would be to create even more problems, through guilt, and in the worst case, imprisonment.
2. If it wasnt a dream, all the above applies here too 
Phew, that was long as well 
I am sure that if you confronted your father, you would be surprised to see that he is not as evil as you may think. And it would bring you inner peace, once and for all, only if you confronted him without hatred, without the need for violence and revenge.
Yes, you should confront him 1 day, but only after you think you are mature enough to do it. And in the long run, you dont know what you will find or even if you will find him.
About God/religion aspect of it, I would prefer to keep religion out of it, as these kind of discussions have created....*ahem*...flame wars in the (recent) past, so lets keep it that way.
It only showed how evil he thinks his father is, because in his dream, he was a cop with a gun and handcuffs, able and trained to deal with criminals, and inspite of his "power" , after he confronted his father he "lost" that fight against him.
