Just before you Sell your PC Just Wipe the Hard Drive a few times

If you have your New PC now all You have to do Is install your StarDock Apps with Impulse

then inter your Info

you can have  some if not all StarDock apps on more then one PC IF you are the ONLY user of those PC's

The above is for ObjectDeskTop and the like NOT sure about Games

Where did that come from?  I will admit I'm more familiar with the game side of things, but my understanding is that you can have it installed on as many machines as you own, as long as you're the primary user (i. e. I'm not in trouble for installing stuff on my desktop, even though I've given my room mates a limited 'user' account).

This is from the EULA for WindowBlinds

YOU MAY:
1. Install and use one copy of the SOFTWARE on a single computer.
2. Install a second copy of the SOFTWARE on a second computer only if you are the main user of this computer (home computer or laptop for example).
3. Install the SOFTWARE on another computer only
if you change your main workstation. In such a case
you must uninstall the software from the old computer.
4. Use the SOFTWARE via a network, only if you
have purchased an adequate number of licenses.
The number of users must not exceed the number of
licenses you have purchased.
5. Make a copy of the SOFTWARE for archival purposes only.

The specific EULA may vary with games marketed/purchased through Impulse, however that's the basis for Stardock's GUI Software...;)
