[BUG] Orky Move Orders don't work when in hold position

Like the title says.  Build a SB, tell it to hold a position, and then tell it to move.  Go back a minute later, and did didn't move and the move order no longer exists.

Howdidudothat, is the bug you report always reproducible?  If so we need to add it to a bugs list or something.
