why are envoy cruisers military ships?

Envoy cruisers are military ships, i.e. they are listed together with caps and frigates and when you drag a box around a fleet then they get selected too, which can be quite annoying as they are of no use in a combat fleet and in many cases you dont want them to fly together with your attack fleet. In my opinion they are civil ships like colony frigates and should be in the civil part of the tree.

he means they should be treated like a colony frigate in the sense that when your selecting your military ships, colony frigates are ignored.

He is absolutely right.  They should be treated like such.  Though it's useful to use them as scouts.

What about starbase constructors then? They are civil and cruisers. I think you refer to where the buttons for building the ships are in the menu. This is not what i mean. What i mean is this: If you put some frigates next to a colony ship and drag a box around all of them then only the frigates get selected. This is because col ships are civil ships. The same should apply to envoy cruisers imo.
