Ideas for Pirates and Envoy ships

Just had a crazy Idea that would make Envoy ships even more interesting:

What if they could PARLEY with the pirates if either they could intercept them before they attacked one of your systems or confronted them when they have just entered one of your systems.  The concept I'm thinking of is that you'd have to pay them a larger amount than the bounty on your head (Double maybe?) and they then can be redirected to another empire.

Now I don't know if this will contradict the idea the developers have for the pirates in this reguard (They do attack envoy ships even when you're just passing through thier base).  Now I understand the problem with this is that everyone would just keep on redirecting, so to counter-act this the ability to bribe them could only be used once per attack force.  When this happens there would be  a notice to the other players that it occured.  This would be an unlockable late tier ability, so it wouldn't effect early or mid-game play, but would be something interesting to mix things up.  Thoughts...?

I like it! Perhaps not redirecting them but bribing them to go back to thier base. On the pirates level they would probably agree to that since they get paid the bounty they wanted without risking thier own ships.

Anyone notice how the pirate raiding fleet shoots everything... not just the player its going after? if you own a planet or have ships between the pirates and the planet they are going after... expect to lose a few trade ships... Or in this case...

An envoy ship in the middle of a random astroid field greets the pirate fleet that warped in to join it.

They offer a bribe...

The pirates accept... and begin firing on the envoy ship.

"Stop firing! I thought we had a deal!"

Firstly... The survival of your envoy ship was not part of our negotiations... so well kill you anyway.

"But... we called parley!"

secondly... you have to be a pirate for the pirate code to apply...

"but even so th-..."

Thirdly... The code... is more like guidelines than actual rules.

"..."

true, I have had cases were the AI (1v1) attacked me at the same time the pirates did and they fought each other, it was quite funny because they killed each other enough that I was able to survive

Maybe it could be a sacrificial parley?
