[BUG] The AI on cataract in lobby slot 1 for darkness does not buy armor or items

I believe this issue has been around since launch and no one noticed it.  If an AI is in lobby slot 1 on darkness on the map cataract, the AI will not buy any items at the start of the game regardless of how much money is avaialble.  The issue appears to be driven by the physical proximately of the AI to the shop.  Lobby slot 1 spawns the AI the furthest away.  This issue does not occur for AI's in lobby slot 2-5.  I'd assume moving the spawn point on the map would resolve this issue.
