[Crash] Attempting to PM non-friends

If I attempt to start a private chat with non-friends, RtP crashes. To recreate the bug, simply:

1) Select a game and search for recommended friends

2) Right-click one of these recommended friends and click "Private chat"

3) RtP crashes!

If we aren't supposed to PM non-friends, either disable this option for users not on our friends list, or allow us to PM them anyway.
