Diplomatic penalty from breaking a treaty

When is applied and what is it?

It is specifically mentioned in the manual that breaking a treaty will have a harsh diplomatic penalty. I am still confused as to whether the penalty is applied for all cases of breaking the treaty or only some of the following cases:

1. You have mutual treaties.

2. You are GIVING a treaty to them.

3. You are TAKING a treaty from them.

 

Also, how much of a diplo penalty are we talking about?

It only applies if

1) you give them your treaty (them giving you theirs is irrelevant)

2) you are the one that attacks (joining a war to support an ally counts as attacking)

As to what the penalty is, you get an additional negative factor in your relations with all other civs, something like "don't trust us". It's the same penalty you get for not supporting an anny if they get attacked. Really all it does is make alliances harder to form and all the AIs will be somewhat more willing to declare war on you.
