Should Terror Stars be improved?

I have been playing GalCiv2 TA for some time now; as such I have enjoyed the game immensely. A constant bug-bear however is the nature of the Terror Star.

I have always found the Terror Star to be far too slow to actually be useful. This weapon could be of immense use if it had some more speed. I can envisage it being used as a hit and run weapon and thus an extremely useful strategic weapon. At present with such a slow speed it is all but useless.

Additionally it would also be nice if the AI was aware of a Terror Star and became somewhat wary as result. In this way the Terrors star could resemble the deterrent effect seen with nuclear bombs.

I honestly feel that with a few improvements the Terror Star could become something more then an expensive end-game gimmick. It is sad to see such a good concept so under-developed.

What is everyone’s thoughts on what should/could have been done with the Terror stars?

I went through the trouble of building one once and was disappointed to see that unlike the "Star Wars" death star it couldn't defend itself.  You'd think they would use that star blasting laser on a fleet.

When I build it originally, I tried the following:

On a huge hull I put 2 engines and a bunch of constructor module.  (The game allowed it).  That ship was very expensive to build.  My idea was to build the terror star in one shot.  My ship though behaved like a single constructor module.  :-(  If you can't use stacked constructor modules on a ship, it shouldn't be allowed to build ships with several constructor modules.

1) The game has a bug that will allow you to move a TS anywhere you like in one turn.  Even from one side of an Immense galaxy to the other.  It does, however, seem that most people are completely unaware of this.

2) I am personally of the opinion that Terror Stars should be one-use ships; they should blow up with the star.  After that, we can potentially discuss making them more viable in other aspects, but without it, any improvements to them would simply make them overpowered.

3) I can't remember ever being allowed to place multiple constructor modules on a ship, but it's been a while since I've been able to play.

4) The AI does react to your building and using Terror Stars, at least at the higher levels.

I never get around to researching terror stars never seen one its a low priority but you can defend other space stations by placing a ship where they are you can't do that with terror stars. galactic civilizations spacestations could be improved in general is my opinions. a game could always be better except civilization 4 beyond the sword.

That's not true; you can fleet them, and due to the targeting algorithm prioritizing ships with attack, they'll always be targeted last*, since 0/x is always 0. *Assuming the other ships in the fleet are attack vessels, since you're trying to protect the TS...

What?!? How does the bug work? I don't use Terror Stars (I don't even play TOA much) but I'm simply stunned to hear of a bug that could do that.
