WoW Desktop Difficulties

Ok, I'm not entirely certain if this is the correct forum to post this in, so if there is a more appropriate place I apologize.

I just re-downloaded the WoW desktop theme, available on www.worldofwarcraft.com and other locations. If you don't know what I'm talking about, here's a link to another post on these forums: https://forums.stardock.com/354652

I downloaded and ran the installer, and it seemed to install and apply the theme just fine. Trouble is, it didn't change the menu bars or anything else. As you can see in this picture http://www.draginol.com/images/islanddog/WorldofWarcraftDesktopUpdate_D7A0/preview.jpg the theme is supposed to make the menu bars, the start bar, and similar parts of the interface a rather dark color and a new texture, which is really the reason I downloaded the theme in the first place. Instead, all it did was change the color of the start bars and so forth to a rather light colored tan, with the default texture.

I did a few searches, and while it looks like I'm not the first to have difficulties with this, none of the posts I found asking for help had any issues even remotely similar to what I'm having. Any ideas what could be causing the problem? I'm running Windows XP Home Edition (32-Bit).

Edit: The reason I posted this here is that the theme uses the program "Mycolors" to apply the theme

the wow theme works just fine on win-7 x64.  The only reason I am using it is because I like the griffen pic on the start bar.

Hopefully someone can figure out the issue.
