It could happen for many reasons, though I notice no icon for Impulse in your screen shot (picture). Impulse is Stardock's downloading and updating program. HERE. You'll find it under "Introduction" and it's on the right side. Make sure to download the one for Vista and Windows 7. Install it and reboot.
Uninstall the Object Dock you have using "Revo Uninstaller" (free). Make sure that you unistall only the links in dark print at the last stage of uninstalling, or only uninstall to level 3.
Then reboot, and install Object Dock through Impulse.

Oh man.Nothing change...I have already installed the Impulse>restart>uninstall Object Dock using Revo>restart>install Object Dock through Impulse.
