For the same reason Congress exempts itself from the laws it enacts, will never happen.

Did you know that many people do not have access to a good lawyer because they are too expensive?

Why not implement a public law system where tax money pays for any lawyer you need. As the article proposes a committee of physicians could decide which cases should be covered.
