Well, I will elaborate on Kitkun's answer. It is actually 'Yes' and 'No'. This is because a toggleing ability (like the Vasari Kanrak/Junsurak Charged Missiles abilities) that simply applies the 'DisableLinearEngines' bool modifier will disable ship's ability to move forward/backward. But it can still turn.
So, by turning the ability on, you can have a static line formation. By turning it off, you then unleash a fleet of fighter-movement equipped frigates and capitals.
