each gov should have strong points one has better econmy one wepons ect also tweeking the bigger ships if you want a battle ship with 15 def or 30 so that it would give certin races a heads up . also minor races should be able to trade for there ships as well,maybe a certin new kind of ship say inteligence gather with stealther abiliy.

tats on bonuses - research, espionage, etc. Just a thought. The mods that allow players to change the one governor portrait in galciv 1 was a start but I would love to see that expanded upon and augmented.

I love this idea! Good suggestion I had not thought of this but it would add a lot to the game overall.
