[BUG] Embargo ability

Hello,

Embargo ability on Sova Carrier does not work properly on 2nd and 3rd level - it does not stop cargo ships from leaving gravity well, becaused max target count on these levels are 0 not -1.

Now:
maxTargetCount
    Level:0 -1.000000
    Level:1 0.000000
    Level:2 0.000000

Should be:
maxTargetCount
    Level:0 -1.000000
    Level:1 -1.000000
    Level:2 -1.000000

and it steals only tax income, not whole income of the planet (Maybe this is not a bug, but i think this should steal all of the affected planet's income).

I hope this will be fixed soon, same as disruptive strikes on Kortul.
