Well, they didn't intend to have 13. They started with one, then a second, then just kept adding new ones whenever. Unfortunately, they didn't do the math and when they hit 13 the economic reactor pile went supercritical and their control system melted down.. the first geopolitical China Syndrome. And they've spent the last 230 years cleaning up the fallout;P
