influence starbases

In twilight of arnor how do i use influence starbases? Do i stick them near my planets or the planets i want to flip? . I have 6 juicy planets in my terriorty im aiming to flip  :D . Ive got the cultural domination tech and historical assimilation and 1 starbase with 5 enemy planets in its circle and 4 constructors formodules. Its my terriorty cause i have 2 massive planets with culutural exchange centres and stuff  :sun:  . Kind regards pollock

The best use is to place it touching one, if possible two, of the planets you want to flip. If they are all close enough, flipping the first one generally causes a domino effect.

Influence bases generate their own influence, they do not affect the influence output of your planets. Their effect also decreases much faster than that from planets, so closer is much better. The ring is essentially worthless in judging the effective radius of the base - put them in contact with the planet you want to flip for optimal results.

after ive flipped the planets do the starbases have much effect?  they have 3 modules giving +95% influence. What i really wondering is do they generate base influence for civilization or just positional influence on some squares?  :S

There is a very minor increase in the influence output of your empire and with that a insignificant increase in tourism income, but mostly it is just highly concentrated positional influence.
