Bug: AI Doesn't Use Political Capital on Challenging Level

I have encountered this bug repeatedly, usually in quick play campaigns versus John Edwards or Hillary Clinton.


The AI will simply not use any political capital or will use a very small amount (3) and then stop using it for the duration of the campaign.  This produces extremely lopsided outcomes and makes the game hard to play.  I can provide savegames and screenshots if necessary.

I think there's a huge problem with the AI. I don't believe it starts to play intelligently until the tough level. At the upper levels the computer gets unfair advantages by using more stamina than they have, getting more money than they should without having to work for it. How do you get $34 million to spend when you don't have hardly any HQs? The AI should play better at higher levels, not just rely on cheating. Also at higher levels what you do matters less and what they do matters more. They can throw up a few ads and get the advantage on the issue whereas the players ads have little change to the polls.

The AI cheats.  When the game first came out, I tried to lead a push to reduce or eliminate the cheating but apparently they decided to keep it in.  Its a shame, because it makes playing on the higher levels pointless (its all about California at that point).


But this is a bug.  Sometimes the AI uses political capital and sometimes it doesn't.  Lately I'm having trouble getting it to use it, but I did run a campaign against Vilsack where he used it.  Not well, but he did at least use it.

I can't get the AI to use political capital on any difficulty level.


The most they've spent in a campaign since I installed 1.02 is 10 and usually its 0.
