Costume opponent financial resorces and personality

So I'm making me a costume opponent and I got to the Personality part. Does Financial Resources +X% means the computer gets free money? On what value should I put it if I want the AI to be just as well off as me? Also, if I go back to another tab and then return the values in Financial Resources and Natural Abilities change automatically, even if I pressed Save. How do I keep them the way I want them?
