DeskScapes free only for trying the 4 animated wallpapers ?

If "Windows Vista Ultimate users do not need to purchase DeskScapes to run dream files" why can't we run any .dream file ?

Very Simple.

Vista Ultimate uses Deskscapes 1.02 whereas other Vista versions require Deskscapes 2 which can be purchased here.

It sounds like you installed the preview instead of the free version for Ultimate. Uninstall the preview and follow these steps to fix it.

After uninstalling deskscapes, manually delete the "C:\ProgramData\Stardock\Deskscapes" directory and the "C:\Program Files\stardock\object desktop\deskscapes" directory if the uninstall process didn't delete them.
Reboot.
Download DeskScapes 1.02
Install DeskScapes 1.02
Reboot.
At this point it should work with all of the dreams in the gallery.

Bingo. Only the 1.02 version is free for ultimate users, which essentially allows the already included Windows DreamScene Ultimate Extra to play .dream files.
