Can't connect to a Pantheon/Skirmish match

Pantheon/Skirmish connection for me is now as bad as it was at launch.  I wish I could roll back to May 20th - best connections so far.

Between last night and today, I've clicked on 'Fight' and been into probably 2 dozen lobbys, none of which have connected.  I'm still running into the same old problem where there are 1 or 2 people who just can't connect.  But now I have a new problem:  the connection info dialog will show 'Waiting for connection data' and never go anywhere.

I do have /noAI enabled which may be contributing.  I have no interest in disabling it:  I'd rather not play at all than go through the empty motions of stomping an AI.
