Not entirely sure but it looks like Cirque du Soleil to me. As for what it's actually about I can't tell you much, but you could probably look it up somewhere.

This is indeed Cirque du Soleil, filmed during their Quidam tour. They are a French Canadian circus troupe that uses no animals, and yeah, pretty much all of their stuff is like that. I've seen them live a couple of times, and they are quite entertaining, especially if one is in, let's say, an 'altered state'. ;)
