Question on this item. Is the wording off? currently it says

I regen a tiny.. tiny bit but after 20 seconds i shouldn't have maybe 100 mana in my 1175 mana pool
What it means is that it increases your MPS (mana per second) rate by 35%. Therefore, if you had a base MPS rate of say 10, it'd be increased to 13.5.
It *doesn't* give you 35% of your total mana back per second.
The way it works, unless you are in the later levels, flat regen is a great first choice, and percentage based regen is a great second choice.
Has anybody tested/does anybody know if percentage regen stacks with flat regen? Or with skill/effect bonuses, such as QoT closed form?

Aye, it is exactly as Liort says. Just use the visor and slowly keep upgrading, the visor is just temporary anyways.
I cannot say for certain, but I think it basically works like this:
(base mana regen + bonus mana regen rate) * (100% + % bonus regen rate)
So if your base regen rate is, say, 10 MPS, and you get 3.5 MPS and 35% mana regen from gear, then your resultant MPS is (10 + 3.5) * (1.35) = 18.225 MPS.
Also, 35% of your full mana bar per second would be insane, especially on tier-1 item... you wouldn't have to worry about mana in the game at all
