[Bug?] Divine Justice much better than advertised, sometimes

I don't know if this is new -- I didn't play Oak for a while and just started trying him out again recently.

What I've noticed is this: if I have one or two levels of Divine Justice and I kill a demigod, my health and mana bars fill completely or almost completely, as if I've gotten 1000+ HP in one shot .... sometimes.  Sometimes it doesn't happen and I just get a few hundred HP/MP.  (note that I'm not talking about the top-level version of this; this is just with one or two skill points)

According to the in-game description one level of that skill should give something like 10-20% of the target's maximum HP on death, and that's how I remember it working in past releases.

Maybe its because the enemy that you killed has different amount of HP each time? For example you kill a Rook who has 5k hp, you will get 1k hp back, but when you kill a Regulus who has 1.8k hp, you will get like only 360hp :)

Maybe.  It's hard to gauge this without replays, but I've several times killed a demigod who shouldn't be high-HP (say, Queen of Thorns) while I was near death, and suddenly had a full health bar.  That would correspond to something like 15,000 HP!  I may have my numbers wrong, though; I'll try to pay more attention next time I play Oak.

He is saying that 20% of 15k is 3000 health, which is what he got.
