Banned because only 5 and 6 can apply across a wide range of populations, and 1 is a metaphysical chicken-egg mess if you try to include unselfconscious people in your notion of ideology.
Do you really have an ideology if you've never learned it in a formal setting or devised it through personal inquiry? Sure, shopping for self-esteem is a widespread phenomena--but is everyone who does it an ideologue, or only the folks who belong to groups like prosperity-centered churches?
By "ideology" I don't mean a well-defined "ism". I mean an (often vague) opinion on whether a policy is right or wrong. Except for vegetables, everyone has some conception of the broader way the world works, even if that conception is simply "anything goes."
And I suppose that these rules are only truly applicable to large societies ("large" in the mathematical sense). But then, so is the entire practice of modern politics. Once the granularity of individuals takes over, polls and platforms and everything else becomes useless as well.
