And yes, there is always a back and forth on state vs fed, but we've only had one civil war and no state can legally secede, so it would be a moot point, especially for anyone with presidential ambitions. Point is that if you want to bring a bunch of different groups together, you have to tie them in tight or they tend to wiggle off one way or another.
