I've know, and even dated, quite a few people who came to America and have been here legally for some time but without bothering to get their citizenship. Most of the time it's due to their parent's not taking care of business from the start. Although that's not their fault, it's still something that should have been done. But then they become old enough to do it themselves and simply put it off. So then they discover, especially after 9/11, that it's harder and harder to get citizenship and that, in some cases, the original means by which they legally remained here is about to expire. So they become stuck between a rock and hard place by a means of their parent's making and perpetuated by their own.
Like like most things, it's just easier to get it out of the way early.
