clicking Edit Fences does not display customization window

When I right click to display the context menu with "Edit Fences"

left clicking "Edit Fences" does not display the cutomization window.

Though clicking "Edit Fences" displays the wait cursor nothing

every displays and the cursor returns to normal.

Is there an alternate way of bringing up the customization window for

Fences?  Also, clicking the Customize Fences desktop icon does not

reveal any customization windows for Fences.

Is there any fix or workaround for this problem?
