How can I utilize my spies in an optimum advantage at the beginning of the game?

How do you use your spies at the beginning of the game?

At the beginning of the game, in the finance management screen under espionage, I have none of my agents placed and there are zero active foreign agents therefore what I do is place one agent in the race-wide agents to gather info on the Drendin, Korath, and Korx races. This leaves me two available agents to protect my planets. Sometimes I rotate out a spy to gather data on other major & minor races.

When your spies are available does that mean they are on the lookout for foreign agents on each of my planets or just on standby waiting for something to screw-up or blowup?

It would be nice to assign the agent with a primary task and secondary task, if the first is unavailable or completed.

A spy in reserve is doing absolutely nothing - you will spot an attacking spy without having any in reserve, and having one in reserve doesn't automatically remove the foreign spy. The best way to go about this is to assign all your available spies to passive spying. If you find yourself needing one, you can always remove one already assigned elsewhere and remove the attacker.

Will covered you're Qs, but I'll still add in my 2bc.  Getting Low intel level with each race is very nice, so getting that asap is IMHO a good idea.  For anyone wanting to try and flip planets, this is enough to see the influence ratio number (need 4.0 to begin the flipping chance) for a planet.

The ability in 2.0 to have passive spies just for intel and then active spies for sabotage is nice.  As Will said, you can toss all your spies into passive spying until some need for them on a planet comes about.

I'd rather suggest you to don't send spies to opponent's planets, or you'll face spy-wars significantly earlier than if you keep them passive. At least in my DA games I noticed that behaviour, so I decided against opening that can of worms if there 's any chance at all to keep it closed. Spies are just too big a money sink, and in my suicidal games there's never been enough money for what really mattered in early game. :(
