I don't know, look at Cobra Commanders success rate. How many times has he almost won, but (due to his direct actions and blatant stupidity) completely failed in his goals? Sure he manages to take over the world from time to time, but he can't hold it. Maybe that 87 billion wasn't a waste after all.
