Trade: Imports and Exports across Kingdoms/Empires

Rome and "Corn"

Historically, Rome had to import "Corn" (more properly, various grains) from Sicily and Egypt, especially in the Late Republic and most of the Empire.  I understand Cities in Elemental will have trade and bring in resources, but will they be able to do so from other Kingdoms/Empires?  If so, does such trade require both sides to accept, or is "Black Market" trading possible?  Does war between two Kingdoms/Empires automatically cause all trade to cease?

I think it'd be neat to allow trade to continue, sometimes against the will of one ruler or another, perhaps depending on the oppression level.

now that is interesting.   So you are suggesting an empire get its resources by smuggling them from another?  That makes sense to some extent.   That would be pretty complex, since how many factors would be involved.

I'm not sure if I like the idea of 'black market' trading where one or more 'partners' in the trade have no say in it... It seems like something that really bug me. That said it would be interesting if you could still trade during war time. I don't know whether it's realistic at all but it could be fun. If two players are mutually dependent on each other for a key resource, they could still be at war with each other and continue trading those resources, in order to stay alive in the short-term, while trying to conquer the other so that they can steal those resources and be self-sufficient in the long-term. That said I don't think I'd cry if they decide to do the easy thing and make it so war = no trade.

Seems like "unauthorized trading" might be an interesting potential consequence of a severe morale problem. Run that mine badly enough, and don't be surprised to find some of "your" gemstones showing up in someone else's markets, etc.
