Just curious since I've never thought of this before or ever seen a thread on it; do starbases with weapons and defence count as ships when it comes to your military rating / score?

Luckily, the starbase count doesn't count against you either. For me though, I only go with the first level of attack on military SBs and nothing on others. Stacking defenders on top of the SB is more effective if you want to protect it.

Good point, though; I suppose I should've mentioned it isn't counted in the denominator, either-but since you did I don't have to.
Considering that there are a couple/several of the assist modules that require battle stations mark 1 to get, that's probably a good idea.
Yea i know, i don't give starbases any more than a token offence, if any. But near the later portions of the game when all of my many asteroid mining ships have noting left to do, i might change them to constructors. I'd add them to extisting starbases if I thought it would do me any good, but as SS informed me with his simple answer was that it will not. Of course I can think of a few other things to do with them, just wanted to see if upgrading starbases was one of them.
