Ye Olde Laundry List of Questions

From my recent games I'm finally getting around to writing up some nagging questions I have.  These are, in no particular order:

 

1.  Can starbases flip from influence? I tried placing an influence starbase near an opponent's resource mine and it didn't work.

 

2. Why do Drengin/Korath have so many morale structures and is it worth it to sabotage these?

 

3.  Lately I have been playing Arceans, and it seems that Advance Fire control is mostly useless.  It boosts your attack by 25% (although it doesn't show it in the stats), but the problem is until late middle game you get better price/performance by simply adding another weapon.  I can see odd situations where you can't fit anything else so you toss it in, but other than that it is a waste spend the early 4 research turns on it. Somebody feel differently?

 

4.  Ditto for the Arcean's reinforced hull tech.  It is mega expensive and has little bearing on outcomes.  Does anybody use this?

 

5.  How does the game handle rounding in general? Does it round up or down, and does it carry the fractional part through calculations or does it round at each stage of the calculation?  Especially in the situations regarding miniturization and combat, this has been bugging me.

 

6.  Do defenses degrade during combat?  If so, do they totally "heal" immediately after combat?  If defenses degrade, what is the advantage of defenses over adding hit point reinforcements?

 

7.  What do the "defense" and "weapons" racial ability bonuses actually do?

 

8. Regarding miniturization, is the new miniturization a percentage of the base value or of the already miniturized miniturization.  I.e, if I have basic and enhanced miniturization is the new size of components .15 + .15 = 30% smaller, or is it (1 - .15)(1 - .15)Base = .725 Base = 27.5% smaller?

#1 is a 'No,' although I've often wished there were some way to take them rather than just blowing them away and building your own.

#2 -- sabotaging morale buildings can help you prep for an invasion with Information Warfare; if you're not invading, you'll generally do more harm to your enemy by hitting econ buildings.

#6 Yes they degrade, and yes they regenerate after combat. I'd guess there's some math 'sweet spot' for def vs. HP, but you'll have to wait for one of the serious numbers folks to get a reply on that one. I'm much better at asking numbers questions than I am at answering them.

#7 They improve ship defenses and attacks by the given percentage, AFAIK.

5. Everything after the decimal point is just cut off, so 2.99999 is still 2.

6. They regenerate to their maximum after every battle round (not turn, eery single battle round!) your ship is alive, only health points need some time after a fight.

8. It's all calculated from a base of 100 (as a percent).  15 miniaturization gives you 115 space on a theoretical 100 space hull.  Another 15 gives you 130.  It just gives you more space to place components; it doesn't actually make the components smaller.
