How can I convert an Image to a logon screen?

Hi, I want to meke my own Logon and Bootskin screens, how can I convert them? Is there an editor for it?, can it be made in photoshop?. Thanks a lot in avdavnce to all that wonderfull people who share their time and knowledge to the newbies.
