Back in version 1.0 I found this same flaw and was surprised after updating the game to its newest version that the problem still exists.
To trap the CPU player in one state starting from turn 1 first allow the CPU to make all their moves. Then perform all the actions that you want to do on your turn but make sure you've got at least one bar left. Now let's say that you are in California. Use your last bar to fly to New York or at least something that is half way across the country. Now, while your plane is in flight hit the Turn button as quickly as possible. The next turn will begin and you will notice that the CPU player will stay in whatever state they ended the last turn in. Doing this obviously makes victory very easy since 90% of the time you can even beat the CPU in the state that they are stuck in simply by spending all of your political capital in that state. This is because the CPU has almost no headquarters or any others structures to give them spending money or political capital. So in the hardest level you can sweep the entire country if you do things right.
I don't just bring this flaw up since it allows the player to dominate the map. The problem also exists even if you are fast with the mouse in a normal game.
