If so, is it already included? Where is it (or what is it called)?

How do you get the game to use it? Is it in effect a mod?

Yes I would like to know as well, I have GalCiv Gold with the DA exoansion =D

There is, but it is not very stable anymore. It should be on the forums, somewhere on the net, or in the library.
