It is blue er then it shows in the SS

Whats the name of your actual tile image?  the ini is looking for an image named backgroundtileR.png.  Is that the name of your image or is it something else?  You can either change the name of the image, or change the line in the .ini to match whatever your image is named.

Also, make sure you use the configure screen for that bottom dock as your SS shows you have a configure screen up for a tabbed dock, which is showing via the arrow on the left there.  (the invisible tabbed dock, which looks like you are trying to use blue reflection on)

Blue Reflection.png is the name I gave it 

I changed it to reflection.png

I just had it open to see if it would work in the tab beans it was not working in the tile

WOW I made a Dock (Tile) Awesome 

And to think ZERO Graphic talent granted it's no Kick ass looking one but it's one none the less

Now I need to try a Tab dock??
