Hmmm. I suggest you remove those rules so more people could join. Also you should really try to give out more info about your empire.

Edit: After further reading, it would seem that I picked a REALLY bad time to start a Year Zero empire. Had I been aware of the situation regarding certain recent "scandals", I would not have started this empire, or started "spamming" it with Year Zero games. Apologies to anyone who may have taken this empire as an intentional affront.
