Does Low quality Planets get a pop growth decrase?
I think they do but im not sure ussually my low pop planets are the last to get max population but maybe thats because i dont put recruiting centers on them.

A couple of things may be in play here. You mention both low quality planets and low pop planets which are different things.
Low quality planets have a lower population limit but the growth rate is the same as a high quality planet as long as approval and any other factors that affect growth rate are the same.
The population growth rate is dependent on many things; race, planetary approval, techs, etc. but is also limited by the current pop of the planet so, yes, low pop planets grow slower than high pop planets but that is independent of planet quailty.

Yep Yep my mistake there, i meant if low quality planets have any -pop growth efect, its just seems as my class 3 and 4 planets grow so slowly, But thanks toy your link i know whats hapenning, sonsidering the information is up to date then it means that my planets are not growing cause they are reaching the PQ based cap for population, what i think its happening is that the worlds stay at 2.5 or so because of the cap and then when i reaserch soil enchancment and my PA rises the cap rises ad population starts to increase again.

The Wiki is a good resource but not a total replacement for being able to ask your specific question here in the forum.
The other thing is that although the low PQ planets have the stated *growth* limit from the Wiki article, you can "bus" pop to a planet using a colony ship or transport and the planet will be able to sustain the normal 6B pop that the initial colony building supports, it's just that the planets pop won't grow above it's stated limit.
Most folks don't bother with bussing pop but population does effect score and in medium galaxy games and below, I sometimes will "fill up" my low PQ planets to 6B. It doesn't have much impact to score, particularly if done late in the game but if done early it does have a minor impact if you care about such things.
Its just i was planning on making my low PQ world into economic ones, but that wont be possible with those caps, i chek them myself, and i dont know if they are right number by number but there is ca that prohibites your worlds from growing over a certain point even if you got the normal enough food to sustain them, so im going to make those worlds reaserch.
