Setting platform at game start for custom character

How do I do this? It gives me 100 points, which essentially allows me to take no strong position on any of the issues. Am I missing something here? I should think it would be proper to set the platform to whatever you want it to be.

I usually use my points to set atleast moderate postions on 3 or 4 issues. That way as a Democrat for example I could get a war on terror boast. Or as a Republican an Economic Boast.

I get it now, you get certain issues based on party, and the platform points are for issues that you want to be strong on...thanks :)
