Multiplayer - how many players?

regarding Lan games

I want to play this game with some friends over LAN and was wondering how many players can play in a single game at the same time.

Is this just purely 1 v 1 or can it be 1 v 1 v 1 (or more?) as in more than 2 different political parties vying for presidency.
