Forum Update v1.6.3177.21890

Version v1.6.3177.21890 of the forums was recently published. This was primarily a fix and maint. update.

- Fixed a problem with the sidebar in some forums where the category list would throw an exception once in a blue moon.
- Fixed an exception being thrown on occasional queries for the livesearch implementation.
- Reworked the Active Users code in preparation for refit. Improved mutex handling and logic.
- Fixed a problem with the karma cache and duplicate keys.forums.
- Updated the Caching codebase to assert item removal.
- Updated moderation code for posts and replies to assert status changes.
- Fixed the css for resized images in a post.
- Updated the error message output for account image uploading.
- Revised how quoting is done to try and battle browsers mishandling #anchor links.
- Fixed a problem whereby post status changes would not take effect until the cache was released.
- Reenabled the metaverse medals for the GalCiv2 forums.
- Fixed a logic issue preventing people from editing their replies.
