Please, answer!

Just two questions and i'm off.

Hello everybody!

I've searched forum, found tons of useful information, but not exactly what I was looking for. I have troubles with two game issues:

1. How to make unions, having necessary technology researched? I'm curious where's this damn button?!

2. How to upgrade/install modules on starbases? Once again, appropriate technologies have been researched.

Really hope to get help from you, because I've nowhere else to ask :(

1.  I assume you mean Alliances.  You'll need to achieve close relations with an AI before they'll ally with you.  They also need the Alliance tech, so if you already have close relations, you can gift the tech to them and offer the alliance.

2.  After you have reached the required tech, you'll need to build a constructor and send it to the starbase. Each constructor will add one module to the starbase.  It'll take quite a few to fully upgrade.
