Problem downloading Impulse

trying to get 1.03 patch

I am trying to download the 1.03 patch for Political Machine.  Apparently, I need to download Impulse first.  I have tried to do that but I get an error:

Error 25015: failed to install assembly C:\\Windows\Microsoft.Net\Framework\v2.0.50727\Microsoft.VisualBasicVsq.dll because of system error.  The rest could not be performed because of an I/O device error.

Isn't there some other way I can get the patch?

Do you have the 2.5 .Net framework installed?  You'll need it. (maybe 2.0 and it'll autoupdate to 2.5)
Then download Impulse from here:  http://www.impulsedriven.com/impulse_setup_full.exe

You should be fine after that.

Forgive me for being dense -- I'm not very tech savvy. How do I know if I have the 2.5 Net framework?

Unfortunately this doesn't work -- I can't seem to upgrade to the 2.5 Net framework so that I can download impulse.  I'd really like to get the upgrades for Political machine.  Isn't there some other way?
