Only Republicans could and would mobilize for such a stupid and dirty cause. He wants em to stir up trouble at the meetings that the DNC are holding throughout the states. How can you tell whether the person sitting next to you is a conniving Rep? This is what one of them will look like and how to tell em apart:

That is what pre-emptive is. Doing to another before they do it to you. So accusing others of their sins hopefully draws attention to the object of the attack, not the attacker.
