That's a wonderful app called ObjectDock. It comes in two excellent versions: Free, and Plus versions. Learn more here

CPU Meter: Multi CPU Meter by Sfkilla (Free @ Wincustomize)

Hard Drive Meter: Presto's Hard Drive Monitor by Preston Hunt (Free @ Microsoft)

Hardware Monitor Meter : Speedfan Meter by Sfkilla (Free @ The Hobby Lounge)

While looking up the links, I noticed that Sfkilla and The Hobby Lounge has released an "All In One Multi Meter" that looks awesome. I've got to check that one out.
