Need help to face the Peacekeepers (Piecemakers?)

I have played many DA games and have never faced the Peacekeepers. I encountered the Dreadlords, the Jagged Knife, the Fundamentalists, Plague, Disease, speed bonus, unlimited range (in a medium galaxy ... WHY?) and other mega events, but I have never had the pirates or the Peacekeepers. What do I need to do to get them to show up. I have declared war, I have had war declared on me, I have been agressive, I have been passive. I have played in medium galaxies all the way to the largest. What do I need to do to get them to show up? I usually have only conquest and tech as the only victory conditions. Do I need to include others? That seems unlikely. I am really confused over this. The pirates I figure is because I do not rely on trade so they have no reason to show up, but the Peacekeepers SHOULD hit me for being war-like, right? I always have Luck, do I need to stop taking that attribute? Any advice you could give would be appreciated. Thanks.

I have had all those mega-events that you have listed. I don't think you can do anything to bring these events about. It is luck, but probably not based on your luck, especially if some of the events (such as pirates) affect everyone generally negatively. It is hard for me to say because I often take Alterans with +25% luck attribute and then later through research get additional luck. When the peacekeepers did come they were protecting my turf so it was pretty nice.
