How do you unlock all the candidates?

defeat them in the election in campaign mode.

Or go into your prefs.ini file and change the 'unlockables' from 0 to 1.

Candidates can be unlocked by beating them in campaign.

Each scenario unlocks certain candidate parts and/or candidates when you beat your opponent in "Quick Play" mode as well.
